Dale is originally from DeFuniak Spring, Florida. He enlisted in the US Air Force in 1958. He received his B.A. degree in 1972 in Police Science and Administration from California State University at Sacramento. After receiving his degree he was commissioned a Second Lieutenant. Dale received his M.A. in Communication with emphasis on Human Relations in 1979 from The University of Northern Colorado. In 1982 he retired from the Air Force.

He debated in high school, in Colorado, Missouri and Wyoming, and he debated occasionally at the University of North Dakota where he was member of the gymnastics team in the 60’s.
